A. Generally, no. It is a matter of commerce more than technology. Most of the VoIP service providers configure their hardware or have it manufactured in such a way that it is locked only to be used with their service. It is very common that service provider companies lease their equipment with you when you sign up for a service, against a deposit, which is refundable once you terminate the service and return them the hardware. You may also, in some cases, choose to buy the hardware, but then you will be tied to the company in some way.

Now, if you use PC to PC VoIP service, which requires generic hardware like microphones and speakers or headsets, you can obviously use the same hardware for any service.
