Most people, when using VoIP to communicate through either voice or video, use a VoIP softphone app that is attached to the service provider (like Skype), given by that service provider. Using SIP, you can have VoIP communication without depending on a particular VoIP service provider or a particular softphone app. You can register for a free SIP account and get yourself a free SIP softphone app. There are a few good examples of such apps out there, and here is my list.
